UK Immigration Rules Appendix High Potential Individual: Requirements for Recent Graduates of Top Global Universities
Current rules
The High Potential Individual (HPI) route is for recent graduates of top global universities who wish to work or seek employment in the UK. Applicants must have completed an eligible course of study equivalent to a UK bachelor's degree level or above from an institution on the Global Universities List within the 5 years immediately preceding the application. The route is unsponsored and capped at a maximum of 8,000 applications per year, with the allocation year running from 1 November to 31 October. Successful applicants are granted entry clearance or permission to stay for either 3 years (for PhD or doctoral qualifications) or 2 years (for other degree qualifications). Dependants (partner and children) can also apply. This route does not lead to settlement and prohibits access to public funds. Work, including self-employment and voluntary work, is generally permitted, except for professional sportspersons or coaches. Study is permitted, except with a Student sponsor if it meets Student route requirements. Applicants must meet validity, suitability, English language (B2 level), and financial requirements (£1,270 in funds for those in the UK for less than 12 months or applying for entry clearance).

What changed in the latest version
Before
Before the August 2026 change, Appendix High Potential Individual (HPI) rules said that applicants who wanted to stay in the UK had to meet immigration law requirements. This was called a suitability provision. The old wording in HPI 2.2 and HPI 11.2 changed on 9 July 2026. A document called the Statement of Changes updated these two rules. These rules applied to: HPI applicants who were applying to stay in the UK; and dependent partners and children of HPI applicants who were applying to stay in the UK. The old rules were part of the suitability checks for the route. They were not part of the main rules about graduate qualifications. The broader HPI rules already said that applicants had to meet the general suitability rules. The route also already stopped people from applying if they did not meet the immigration requirements.
After
The High Potential Individual (HPI) route is for recent graduates of top universities around the world. These graduates want to work or look for work in the UK. Applicants must have finished a suitable course of study within the 5 years just before they apply. This course must be equal to a UK bachelor's degree or higher. Their university must be on the Global Universities List. The route does not need an employer to sponsor the applicant. It has a limit of 8,000 applications each year. This year runs from 1 November to 31 October. Successful applicants get permission to come to or stay in the UK. This is for 3 years if they have a PhD or doctoral degree. It is for 2 years for other degrees. Dependants, including partners and children, can also apply. This route does not lead to settlement, which means living in the UK permanently. It also stops people from using public funds. People can generally work, including being self-employed and volunteering. However, they cannot work as professional sportspersons or coaches. They can study. However, they cannot study with a Student sponsor if the course meets Student route rules. Applicants must meet rules about their application being valid, their suitability, English language skills (B2 level), and money. They need £1,270 for living costs if they have been in the UK for less than 12 months or are applying from outside the UK.
This new High Potential Individual route offers a direct way for highly educated people from around the world to join the UK job market. They do not need an employer to sponsor them. For recent graduates from eligible universities, this gives them a lot of freedom. They can look for jobs or start businesses for up to three years. Employers will benefit because they will have more skilled international candidates to choose from. However, applicants must know about the annual limit and the strict rules for applying. These rules include checking if their degree is recognised and if they have enough money. They must also note that this route does not lead to permanent settlement in the UK.
