Canada Extends Temporary Border Measures and Immigration Document Suspensions in Response to Ebola Outbreak

What changed

The Canadian government has extended its temporary border measures for the Ebola disease outbreak. These measures affect the Democratic Republic of the Congo, Uganda, and South Sudan. They will last until 28 September 2026. These rules still stop foreign nationals from entering Canada if they have been in the Democratic Republic of the Congo recently. Also, immigration documents for people who live in all three high-risk countries are still suspended. This stops them from travelling to Canada, even if they have already approved visas or permissions.

South Africa's Border Management Authority Launches Vehicle Targeting System for Enhanced Border Security

    What changed

The South African Border Management Authority (BMA) is setting up a new Vehicle Targeting System (VTS) at border crossings. This is to make border security better and to stop vehicles being smuggled. This digital change means officers will no longer do random manual checks. Instead, they will use information to decide which vehicles to inspect. The system, which is a partnership with the International Vehicle Identification Desk, will start operating on 18 October 2026 at the Lebombo Port of Entry. This will change how vehicles are processed at South Africa's borders.

UK Clarifies Guidance for Care and Management of Transgender Individuals in Immigration Detention

    What changed

The Home Office and Immigration Enforcement published Interim Operational Instruction (IOI) 08/2026 on 9 October 2026. This instruction clarifies how transgender individuals are cared for, managed, placed, and accommodated within Immigration Removal Centres (IRCs) and Residential Short-Term Holding Facilities (RSTHFs). It replaces IOI 01/2025. This update ensures that the management of transgender people follows the Equality and Human Rights Commission (EHRC) statutory Code of Practice. It also upholds legal requirements for separating sleeping and sanitary accommodation based on biological sex. As a result, this updated guidance sets out specific operational procedures for assessing risks, deciding where to place individuals, and keeping them safe, which will affect how centres manage transgender detainees.

Spain Extends Temporary Border Controls at Internal Air and Sea Borders with Italy

    What changed

The Spanish Ministry of the Interior has issued Order INT/1033/2026, which started on 8 October 2026. This order extends the temporary return of border controls at Spain's internal air and sea borders for people travelling from Italy. This measure, which continues earlier extensions, covers passenger flights and maritime links until 22 October 2026. It suggests that the Spanish authorities believe there are still serious threats to public order and internal security, meaning checks are still needed at borders that would normally be open under the Schengen Agreement.
