U.S. State Department Updates Travel Advisory for Hong Kong SAR, Modifies Implementing Rules for National Security Law

The U.S. State Department has reissued its travel advisory for Hong Kong Special Administrative Region (SAR). It has updated specific guidance about how national security laws are used. From 23 March 2026, new rules in Hong Kong make it a crime for people, including U.S. citizens, to refuse police access to personal electronic devices. It is also a crime to not help with decryption in national security investigations. This change creates big risks for anyone travelling to or passing through Hong Kong.
