UK Updates Guidance for Biometric Enrolment Excusal for Overseas Applicants

What changed

UK Visas and Immigration (UKVI) has updated its guide for caseworkers. This guide is for applicants living overseas who state they cannot safely travel to a Visa Application Centre (VAC) to give their biometrics. Biometrics are unique physical characteristics, like fingerprints and facial images, used for identification. This change was published on 26 March 2026. It improves how UKVI assesses applications from people who ask for their application to be decided early (predetermination) or to be excused from going to a VAC. They must do this because they are worried about safety. The guide, called 'Unable to travel to a Visa Application Centre to enrol biometrics (overseas applications)', now gives clearer instructions. These instructions are for checking 'criterion 4a', which is about deciding an application early.

UK: Reforms Target Misrepresentation of Family Circumstances and Last-Minute Asylum Claims

    What changed

On 12 October 2026, the UK Home Office announced that the government had put forward two changes to the Immigration and Asylum Bill. These changes aim to make the assessment of family-life claims under Article 8 of the European Convention on Human Rights (ECHR) stricter and to address asylum and other immigration claims made very shortly before someone is due to be removed from the UK. These proposals are part of a wider set of laws intended to strengthen immigration control, reduce chances for procedural delays, and change how human rights arguments are considered in immigration cases.

UK Clarifies Guidance for Care and Management of Transgender Individuals in Immigration Detention

    What changed

The Home Office and Immigration Enforcement published Interim Operational Instruction (IOI) 08/2026 on 9 October 2026. This instruction clarifies how transgender individuals are cared for, managed, placed, and accommodated within Immigration Removal Centres (IRCs) and Residential Short-Term Holding Facilities (RSTHFs). It replaces IOI 01/2025. This update ensures that the management of transgender people follows the Equality and Human Rights Commission (EHRC) statutory Code of Practice. It also upholds legal requirements for separating sleeping and sanitary accommodation based on biological sex. As a result, this updated guidance sets out specific operational procedures for assessing risks, deciding where to place individuals, and keeping them safe, which will affect how centres manage transgender detainees.
