What changed

Singapore's Ministry of Manpower (MOM) has improved its Primary Care Plan (PCP) for migrant workers. These changes start on 1 April 2027. The improved plan names four new main healthcare providers, called Anchor Operators (AOs), for five years. It also sets new yearly payment rates for employers. These rates are between $97 and $113 per worker per year. This is less than the old rates, which were $108 to $138. Workers will pay a standard $5 for both in-person doctor visits and online doctor services, called telemedicine. This increases the telemedicine payment from $2. The plan also combines six geographic areas into four. Clinics will be closer to workers, within 2 kilometres, instead of 3 kilometres. Employers will use a new sign-up system, called the Enrolment Portal. Workers will have better systems to book appointments.
