The enhanced Primary Care Plan (PCP) will be delivered by four appointed Anchor Operators (AOs) for five years. Annual capitation rates for employers will range from $97 to $113 per worker per year. Co-payments for both physical clinic consultations and telemedicine services will be standardised at $5 per consultation. The number of geographical zones for PCP delivery will be consolidated from six to four. Most migrant workers will have access to a PCP clinic within 2km of their residence. A new PCP Enrolment Portal will be introduced for employers to efficiently enrol workers and track their PCP status. AOs will enhance their appointment booking systems for migrant workers.

ONE Pass

MOM's current guidance states that ONE Pass holders seeking renewal must satisfy one of the following: earn an average fixed monthly salary of S$30,000 or more over the preceding five years in Singapore; or operate a Singapore-based company employing at least five local employees, each earning at least the prevailing EP minimum qualifying salary. For applicants relying on salary evidence, MOM requires supporting documentation. Depending on the applicant's circumstances, this includes: monthly payslips; Singapore tax documentation, such as the latest Notice of Assessment; documents supporting other income sources where applicable; employment verification evidence where relevant. The renewal application can be submitted up to six months before the existing ONE Pass expires.

What changed

Singapore's Ministry of Manpower (MOM) has improved its Primary Care Plan (PCP) for migrant workers. These changes start on 1 April 2027. The improved plan names four new main healthcare providers, called Anchor Operators (AOs), for five years. It also sets new yearly payment rates for employers. These rates are between $97 and $113 per worker per year. This is less than the old rates, which were $108 to $138. Workers will pay a standard $5 for both in-person doctor visits and online doctor services, called telemedicine. This increases the telemedicine payment from $2. The plan also combines six geographic areas into four. Clinics will be closer to workers, within 2 kilometres, instead of 3 kilometres. Employers will use a new sign-up system, called the Enrolment Portal. Workers will have better systems to book appointments.
