Singapore clarifies ONE Pass renewal criteria and salary evidence

MOM's current guidance states that ONE Pass holders seeking renewal must satisfy one of the following: earn an average fixed monthly salary of S$30,000 or more over the preceding five years in Singapore; or operate a Singapore-based company employing at least five local employees, each earning at least the prevailing EP minimum qualifying salary. For applicants relying on salary evidence, MOM requires supporting documentation. Depending on the applicant's circumstances, this includes: monthly payslips; Singapore tax documentation, such as the latest Notice of Assessment; documents supporting other income sources where applicable; employment verification evidence where relevant. The renewal application can be submitted up to six months before the existing ONE Pass expires.

Before, ONE Pass holders already had a five-year renewal system. The renewal rules required the pass holder to show one of two things: * an average fixed monthly salary of at least S$30,000 in Singapore; or * running a company based in Singapore that employs at least five local staff who meet the required salary.

The Ministry of Manpower's (MOM) current guidance states that ONE Pass holders wanting to renew their pass must meet one of the following: * earn an average fixed monthly salary of S$30,000 or more in Singapore over the five years before renewal; or * run a company based in Singapore that employs at least five local staff. Each of these staff must earn at least the current minimum salary for an Employment Pass. If applicants are relying on salary as proof, MOM needs supporting documents. Depending on the applicant's situation, this includes: * monthly payslips; * Singapore tax documents, such as the most recent Notice of Assessment; * documents that support other income if applicable; * proof of employment verification if relevant. You can apply for renewal up to six months before your current ONE Pass runs out.
This clarification is important because having a ONE Pass for the first five years does not automatically mean you will get another five-year pass. When you renew, Singapore checks what the pass holder actually achieved during their time in Singapore. Specifically, a person using the salary option must show that they maintained an average fixed monthly salary of at least S$30,000 over the five-year period.
