There is no final new rule at this stage. ORR is proposing revisions to the existing forms and information-collection arrangements, subject to the public comment and federal review process. Under the proposal, the two public health investigation forms would become one expanded Onsite Health Intervention Form. The combined form would document responses to communicable disease exposure, triage with a licensed healthcare professional and medication-related standing orders. The Mental Health Assessment Form would be updated to remove some repeated documentation and improve the recording of health conditions and care needs. The proposed changes include additional documentation of disabilities and accommodations, laboratory tests and imaging, and clearer options for recording mental status examination findings. The form would also include a provider acknowledgement and signature section authorising record sharing with ORR. The most significant data-sharing proposal concerns children who have healthcare needs and are identified by DHS for repatriation. In those circumstances, ORR proposes sharing relevant information from the health assessment process with DHS. The listed information includes: The child's identifying information, including name, alien number and date of birth. Active diagnoses or health concerns that require management. Allergies. Current medications and dosages. Isolation or quarantine requirements. Health-related accommodations, including the need for durable medical equipment. Health-related travel restrictions. ORR states that the purpose of sharing this information is to help ensure children receive healthcare services and accommodations recommended by their treating healthcare providers. The proposal does not establish that all health records of all children in ORR custody would routinely be transferred to DHS. The stated sharing circumstances concern relevant health information for children with healthcare needs who have been identified for repatriation.
