Sweden Clarifies Population Registration Requirements for Ukrainian Nationals with Temporary Protection

Skatteverket now explicitly states that people who receive a residence permit under temporary protection on 5 September 2026 or later cannot normally be entered in the Swedish Population Register. The reason is the interaction between the existing 18-month population-registration requirement and the EU's decision to extend temporary protection for displaced Ukrainians until 4 March 2028. A person receiving temporary protection from 5 September 2026 onward would normally not be expected to have a residence permit for at least 18 months from the date that permit was granted. There is an exception for children born in Sweden. A child born in Sweden who receives a temporary-protection residence permit on or after 5 September 2026 can be registered when one of the child's parents, who is also the child's legal guardian, is already registered in the Swedish Population Register. The change does not remove temporary protection itself. Ukrainian nationals with temporary protection continue to have the right to work in Sweden under the conditions described by Skatteverket.
