China Introduces Mandatory Registration for Exit and Entry Intermediary Services Agencies and Personnel
The National Immigration Administration (NIA) and the State Administration for Market Regulation have jointly issued new rules. These are called the “Administrative Measures for the Registration of Agencies and Personnel Engaged in Exit and Entry Intermediary Services”. These rules make it mandatory for all agencies and their relevant staff to register. This applies to those who provide services related to entering and leaving China. Registration must be with the exit and entry administration authority. The rules started on 15 September 2026. The goal is to standardise and improve the supervision of services that help people travel to and from China.
