Japan Introduces Residence Permit Fee Reductions and Exemptions from October 2026

From 1 October 2026, the Immigration Services Agency will put new rules in place. These rules allow people to pay less for residence permit fees in Japan, or not pay at all. An amendment to the Immigration Control and Refugee Recognition Act made these changes. They apply to fees for changing residence status, extending a stay, and permanent residence. The new rules aim to help people who have financial difficulties. They also help people with diplomatic or official statuses. Lastly, they help some people with specific 'Designated Activities' residence statuses.
