Hong Kong Introduces Collaborative Inspection and Joint Clearance Procedures

The new arrangement establishes a process in which the two sides' immigration-clearance procedures can be completed through a coordinated inspection rather than requiring travellers to repeat essentially the same identity-verification process separately. For automated passenger clearance, an eligible traveller enters the collaborative inspection channel, completes the relevant identity verification and then proceeds through separate gates at which the outbound and inbound authorities conduct their respective clearance procedures. The system is designed so that the traveller does not have to repeat the initial document inspection for both sides. The system therefore does not merge Hong Kong and Mainland immigration law into a single immigration system. Each authority remains responsible for applying its own immigration requirements and making its own clearance decision. What changes is the way the two authorities' procedures are physically and technologically coordinated. This distinction is important. A traveller still needs valid documents that satisfy the immigration requirements of both Hong Kong and the Mainland. The ImmD explicitly reminds users that they must continue to carry valid travel documents even when using the collaborative automated channels. The Face Scan option also does not remove the underlying document requirements. It provides a document-free clearance process for eligible enrolled users at the automated channel, but the ImmD continues to require passengers to possess valid travel documents meeting the requirements of both jurisdictions. The vehicle system extends the same principle beyond passengers. Eligible cross-boundary drivers can enter the Joint One-Stop Vehicle Lane and provide the information required for the relevant Hong Kong and Shenzhen authorities through a single integrated collection process. The system is designed so that, under normal circumstances, the driver's document does not have to be presented again to the inbound authorities after departure clearance has been completed.

Hong Kong Introduces Collaborative Inspection and Joint Clearance Procedures

What changed

Hong Kong's Immigration Department (ImmD) has started offering enrolment for a new automated clearance service called "collaborative inspection". This marks the official launch of a new combined immigration-clearance system being developed for the redeveloped Huanggang Port, which is on the boundary between Hong Kong and Shenzhen. The ImmD announced on 6 October 2026 that eligible Hong Kong residents can enrol immediately using its HK e-Channel mobile application. There will also be other ways to enrol at Huanggang Port.
