Ireland's Temporary Protection Transition Scheme (TPTS) Opens for Applications

The TPTS provides an alternative immigration permission specifically for eligible beneficiaries of Temporary Protection in Ireland. The permission is granted on a Stamp 4 basis, for up to two years, and may be renewed for further two-year periods. Time spent holding the permission counts towards naturalisation. To qualify under the Government's published criteria, the applicant must have been resident in Ireland for at least one year as a beneficiary of Temporary Protection. The residence requirement is therefore linked specifically to the person's period under Temporary Protection rather than simply requiring one year of physical residence in Ireland under any immigration status. The applicant must also have been employed or self-employed for at least six months and meet the minimum annual salary requirement of €29,432. The published Government material does not describe this as a general salary threshold for every Irish immigration permission. It is a specific eligibility condition of the TPTS. The accommodation requirement is equally important. At the time of application, the applicant must not be availing of specified State-supported accommodation. Government material identifies commercially provided accommodation, Rapid Build accommodation and hosted accommodation supported by the Accommodation Recognition Payment among the arrangements covered by this condition. The permission is designed around the family unit. The Government states that the permission will include the whole family unit that has been resident in Ireland under Temporary Protection. The currently available public material does not provide a more detailed definition of every family circumstance within this scheme, so additional documentary or case-specific requirements should be taken from the detailed guidance available through the application portal. An individual cannot hold the TPTS Stamp 4 permission alongside Temporary Protection or another immigration permission. Transition therefore involves moving from the temporary protection status into the new immigration permission rather than accumulating both statuses.

Ireland Introduces Temporary Protection Transition Scheme for Beneficiaries of Temporary Protection

A new permission, the Temporary Protection Transition Scheme, will be provided on a Stamp 4 basis for beneficiaries of temporary protection in Ireland. This permission will be granted for an initial period of up to two years and is renewable for subsequent two-year periods. Time spent on this permission will count towards naturalisation. It includes the whole family unit who have been resident in Ireland under temporary protection. Eligibility criteria include a minimum one-year residency in Ireland as a temporary protection beneficiary, six months of employment or self-employment with a minimum yearly salary of €29,432, and not availing of state-supported accommodation (e.g., commercially provided, rapid build programme, or hosted accommodation supported by the Accommodation Recognition Payment) at the time of application. Holding this Stamp 4 permission means individuals cannot simultaneously hold Temporary Protection or any other immigration permission. The application process is intended to open in September 2026.
