New Zealand to Introduce In-Person Citizenship Test from Late 2027

rom the future implementation date in late 2027, most people applying for citizenship by grant will have to pass a citizenship test before they can complete the citizenship process. The government has not yet announced the exact date on which this requirement will begin. The future test is expected to contain 20 multiple-choice questions in English. A person will need to answer at least 15 correctly to pass. This means the required pass rate will be 75%. The questions will focus on the responsibilities and privileges of being a New Zealand citizen. The government says the subject areas will include rights and laws, voting and democratic principles, New Zealand's system of government, certain criminal offences, and travel to and from New Zealand. The test will be taken in person. Aspeq Limited has been selected to provide the service, and it will work with DIA on the booking, payment and delivery arrangements. The rules for people who fail the test are also becoming clearer. Applicants can rebook after a failed attempt. After three failed attempts, there will be a required waiting period of at least 30 working days, followed by the possibility of three additional attempts. After six failed attempts, the applicant will be given options that can include withdrawing the citizenship application and receiving a partial refund. The test is expected to carry a separate fee from the citizenship application fee. The government has not yet announced the amount, and the current information says applicants will likely pay the test fee each time they sit the test. The test will not apply to every citizenship applicant. The government currently lists exemptions for people under 16, people aged 65 or above and certain people who meet other specified conditions. The final exemption arrangements will be confirmed before the requirement begins.
