The new rule involves a formal commitment by both New Zealand and Thailand to strengthen cooperation on border security, customs, immigration, and cyber security. This also extends to joint efforts against scam centres, human trafficking, and drug trafficking, as outlined in a Joint Declaration and the Joint Plan of Action 2026-2030.

A hybrid selection model for Parent Resident Visa EOIs is introduced: 90% of EOIs will be selected chronologically (in date order), and 10% will be selected by ballot. The requirement to reapply every two years and pay an additional fee is removed. EOIs will no longer expire after two years, provided applicants confirm their continued interest and keep information up to date. For those with current EOIs that expired and were resubmitted within 90 days, the original submission date will be used for chronological ordering.
